shlib.sh: only dump Girocco::Config scalars into shlib_vars.sh

Girocco "task daemon" - you need to run this if you either enabled
mirroring or want to use push notifications. It listens on a socket
for requests from the CGI scripts and post-receive hooks and performs
tasks based on that.
