Subject: [PATCH] admins.html: add lightweight irc web client link

As mentioned by https://libera.chat/news/one-month-of-libera-chat
Libera.Chat has a "more lightweight" gamja web chat client available.

Add a link to the "more lightweight" client to make it more readily
accessible.
